It doesn't actually cost much to create the website - websites like Paripesa are "whitelabel" solutions, meaning that it is existing software that is provided by a third party company (the platform provider). Such platform providers are often happy to work on a revenue share basis.
A few more tricky things you'd need to address are:
- Licensing (depending on which countries you are planning to operate in) - you will need to obtain a license. Sometimes they come with a set of requirements, but in most cases it is just a matter of being able to pay for one. As far as I am aware, the most easily obtainable at the moment is the Anjouan Gaming License.
- Liquidity - you will need a considerable amount of funds as liquidity to potentially pay out your winnings. This amount may vary anywhere between $500K to $1M.
